The site topography and comprehensive physical planning (consist of official, cultural, religious, recreational, and residential zones) were two important challenges in this project that were seen as an opportunity by precise site analysis. 

By considering the site location in the heart of the city, in Abbas Abad area, unique views to the city, and also site topography, the most required masses were established underground to adjust with topography and to prevent from blocking views. 

By establishing the main functions at the underground level, in addition to reduce energy consumption, the green roofs were shaped that create continuous circulation all over the site. The main initial concept consisted of one great garden with the main axis and some smaller gardens with secondary derived axes to give access to small gardens as defined zones in physical planning, shaped by inspiring from Iranian gardens axes between gate and palace (which these spaces were changed due to the required functions).
